Bulgaria Ranks 12th Among the Best Countries to Live in 2026

2026-08-06   |  BULGARIAN PROPERTIES

Bulgaria has been ranked 12th among 192 countries in the Rumavi Global Relocation Index 2026, reinforcing its position as an increasingly attractive destination for living, working, retiring and investing in property.

Bulgaria has achieved an impressive 12th place in the global Best Countries to Live in 2026 ranking, compiled as part of the Rumavi Global Relocation Index.

With an overall score of 69.7 out of 100, Bulgaria enters the global top 15 and ranks ahead of a number of traditionally popular destinations, including the United Arab Emirates, New Zealand, Japan, Croatia, Spain, Switzerland, Finland, Australia, the United Kingdom and Germany.

The result highlights Bulgaria’s growing international appeal among digital professionals, families, retirees, entrepreneurs and people looking for a more affordable European lifestyle.

What does the Global Relocation Index measure?

The Rumavi Global Relocation Index evaluates 192 countries according to 24 individual indicators grouped into four main pillars:

• financial and tax environment;
• livability and healthcare;
• safety and stability;
• settling and economic opportunity.

For the general ranking, these areas are given balanced weighting to identify countries that offer a strong overall environment in which people can establish and develop their lives.

Bulgaria performs strongly across different lifestyles

Bulgaria’s high position is not limited to the general ranking. The country also performs well in the specialised categories designed for different groups of international residents.

It is ranked:

• 13th for digital nomads;
• 14th for tax-friendliness;
• 15th for retirees;
• 19th for families;
• 31st for entrepreneurs.

These positions demonstrate the broad nature of Bulgaria’s appeal. It can offer a practical base for remote professionals, an affordable destination for retirement, a new home for families and an accessible European market for investors and entrepreneurs.

Affordability is one of Bulgaria’s greatest advantages

Financial accessibility is the country’s strongest-performing area in the index.

Bulgaria receives a score of 88.5 for general affordability, 86.9 for housing affordability and 84.7 for currency and banking conditions. Its overall score for the financial and tax pillar is 80.1, making it the strongest of the four main categories assessed by Rumavi.

This advantage is particularly relevant at a time when property prices and everyday living costs have increased significantly in many established European destinations.

Why buy property in Bulgaria?

Bulgaria continues to provide a comparatively accessible entry point to property ownership. Buyers can choose from modern apartments in Sofia and the other major cities, homes along the Black Sea coast, properties near mountain and ski resorts, houses in smaller towns and villages, and new residential developments offering contemporary facilities.

The diversity of the market allows international buyers to find options corresponding to different budgets, lifestyles and long-term plans.

Attractive property opportunities

Bulgaria’s strong score for housing affordability is also an important signal for the real estate market.

For many foreign buyers, property in Bulgaria can serve more than one purpose. It may become a permanent home, a holiday residence, a remote-working base, a retirement property or a long-term investment.

EU citizens enjoy property ownership rights broadly equivalent to those of Bulgarian citizens. Non-EU nationals may generally purchase apartments and buildings, although direct ownership of land is subject to restrictions and may require a Bulgarian-registered company or another appropriate legal structure. Individual legal and tax advice is therefore recommended before a transaction is completed.

Bulgaria also applies a flat personal income tax rate of 10%, which contributes to the country’s strong performance in the financial and tax category. Tax treatment depends on individual residency status and the origin of the income, so professional advice remains essential for anyone planning a permanent relocation.

A favourable environment for remote professionals and international residents

Bulgaria’s 13th position in the digital nomad category reflects a combination of affordable living, developing digital infrastructure and relatively easy access to the wider European market.

The country offers an attractive balance for professionals who can work remotely while seeking a lower cost of living, reliable internet access and a choice between dynamic urban centres, seaside locations and mountain destinations.

Sofia provides the advantages of a European capital, including international business connections, cultural life and an expanding technology sector. Plovdiv combines history, creativity and a more relaxed urban environment, while Varna and Burgas offer the opportunity to live and work near the Black Sea.

For those who prefer nature and seasonal tourism, destinations such as Bansko, Borovets and Pamporovo provide access to the mountains, outdoor activities and established international communities.

A lifestyle extending beyond affordability

Although competitive living and housing costs are among Bulgaria’s most recognisable advantages, the country has much more to offer.

Its territory combines mountains, beaches, national parks, mineral springs, historic towns and modern cities. Four distinct seasons provide opportunities for both summer and winter tourism, while the country’s compact size makes it possible to travel between different regions relatively easily.

Bulgaria also performs positively in the index for green space, conflict risk, property rights for international residents, digital infrastructure, business opportunities and access to foreign languages.

At the same time, the index identifies areas where further progress is needed, including education, rule of law, healthcare quality and institutional development. The result should therefore be viewed as a comparative relocation indicator rather than a guarantee that the country will be equally suitable for every person.

The experience of a family with children may differ significantly from that of a remote professional, a retired couple or an entrepreneur.

A strong international recognition for Bulgaria

Bulgaria’s 12th place among 192 countries represents a strong international recognition of the country’s potential.

The ranking confirms that Bulgaria is increasingly being considered not only as an affordable destination, but also as a place in which people can build a home, develop a career, enjoy a diverse lifestyle and make long-term investment decisions.

For the Bulgarian property market, the result creates an important opportunity to reach a wider international audience. Buyers searching for accessible European real estate, natural diversity and a more balanced way of life may find that Bulgaria offers a combination that is becoming increasingly difficult to achieve elsewhere.

As more people reconsider where and how they want to live, Bulgaria’s place in the Rumavi Global Relocation Index 2026 positions the country firmly among the world’s destinations worth exploring.
