MINISTRY OF TRANSPORT AND COMMUNICATIONS OPENED THE OFFERS FOR THE PROJECT

The ministry of transport and communications opened the offers for the project and construction of the Danube Bridge 2, quoted a reporter of BGNES.
236 million euro re planned for the construction of the bridge. 70 million euro of the total amount will be granted by the ISPA program. The European investment bank grants a credit for 70 million euro. The German bank KFW offers credit and free help. 5 million euro free support will be granted to our country by the French agency for development. The Bulgarian part in the project will be 60,8 million euro. 10 million euro is planned for before- project studies. After the contract is signed the winner of this auction should construct it for 38 months. Today the offers of the Itallian company- Razzani de Eccer and the documents of the Spanish FCC company for the construction of the Danube bridge 2 were opened. The documents of the German Zublin, those of the French Eiffel and the consortium between the French VINCI and Glavbulgarstroy and Mosstroy were also revealed. The highest price for the construction of the bridge was offered by the consortium of VINCI – 268 210 613 EUR. The lowest finance offer is by the Spanish FCC – 105 216 787 EUR, which is even ready to lower the price for the construction with another 5, 26 million EUR. The consortium between Zublin and Eiffel offers 158 297 964 Euro, to complete the project. A month and a half will be needed to a special commission to analyze the offers, and to announce the winner of the auction. Neli Jordanova, a head of “Coordination of projects and programs” direction from the Ministry of transport announced, that the first step will be the assessment of the technical- administrative parameters for the participation in the auction and than the offered prices of the candidates will be discussed. The last decision will be taken by the European commission, announced the ministry. Then the contract will be signed. This is expected to happen by the end of the year.

SEVEN COMPANIES ARE IN THE SHORT LIST FOR THE DANUBE BRIDGE II

The delegation of the European commission approved the “Short List” of 7 companies/ consortiums for the control of the projection and the supervision of the construction during the building process of the second bridge over the Danube river on the territory of Bulgaria.
The following companies will compete for the control and projecting of the bridge:

The auction’s dossier was sent to the seven participants on July 7th 2006. The deadline for offers submitting is 5.00 PM on September 4th 2006. An explanatory meeting is planed for August 4th 2006 in the Ministry of the transport. The appraiser committee will start working on September 6th 2006.
The contract with the company which wins the competition will be signed by the end of the year. The chosen consultant will check and co-ordinate the technical project prepared by the execution company of the bridge and will supervise the construction works.
The maximal value of the contract is 7 million euro and is about to last 51 months, which includes a mobilization period of a month, 38 months for the execution (projection and construction) of the bridge and 12 months a guarantee period.
The project for “the construction of a new combined (road and railway) bridge on the Danube River nearby Vidin (Bulgaria) and Kalafat (Romania)” is estimated to cost 236 million euro. 226 euro will be spent on the construction works and 10 million will be spend on pre- project studies, projecting and consultant assistance.
The project is financially supported by PHARE and ISPA programs of the European Union, the European Investment Bank (EIB), Credit institution for rehabilitation of Federal Republic of Germany, the French Agency for Development (AFD) and the governmental budget of Bulgaria.

TENDER DOCUMENTAION FOR THE NEW DANUBE BRIDGE IN VIDIN HAS BEEN APPROVED

Brussels and the EU have given a go-ahead to the construction of the second Bulgarian bridge over the Danube River in Vidin, by approving the tender documentation.
Now the summer deadline wished by both Bulgaria and Romania for the start of construction works at Vidin-Kalafat seem quite doable.
The paperwork was approved after initially Brussels returned it for re-negotiation of a German crediting agreement.
Bulgaria's Transport Ministry said Wednesday they believed agreements with the designer and the contractor to be selected would be signed by the end of this year.
Vessela Gospodinova, deputy transport minister, said the tender paperwork would be sent next week to short-listed construction firms that have already been approved by Brussels to participate.
Bulgaria is to hire a company to begin construction on the bridge, which should be ready by the end of 2009.
The project will cost about EUR 226 Million, including EUR 60 M financing by the Bulgarian government. The rest of the funding is to be provided through loans from the European Investment Bank, the French Agency for Development and the German Institution for Reconstruction and Development.
The bridge will be a four-lane highway with a railroad as well.

SECOND BRIDGE OVER DANUBE MUST BE READY TILL 2009, BULGARIAN TRANSPORT MINISTER SAID.

Deadline for building of second bridge over Danube river at Vidin-Kalafat is 2009, Bulgarian Transport Minister Petar Moutafchiev stated today at Transport Ministry priorities forum, FOCUS News Agency reporter informs.
The project is included in the priority list of Stability Pact for Southeast Europe and is supported by European Commission through PHARE and ISPA programs.
EUR 236 million will be invested in the project.
Alienation procedures of bridge site have already finished. Alienation procedures of sites for the bridge infrastructure will be finished by middle of 2006, Minister Moutafchiev said. He added the technical project for adjoining road and railway infrastructure is finished and has been approved by national expert council at Ministry of Regional Development and Public Works.

DEVELOPING EU CORRIDORS TO BOOST BULGARIA’S ECONOMIC AND SOCIAL TIES

Developing some of Europe’s main transport corridors will boost the economic and social ties between Bulgaria and Greece.
This was announced in Thessaloniki on December 8 at a ceremony where Transport Minister Petar Mutafchiev and his Greek counterpart Mihalis Liapis signed a joint declaration on accelerated development of the Pan-European transport corridors IV and X.
With the document, the two countries confirmed their plans to improve the railway infrastructure along corridor IV by 2011, to build a highway between the Greek Aegean port of Thessaloniki and the Danubian port of Lom in Bulgaria by 2013 and to improve the currently existing railway link to Lom. The goal is to have a convenient transport link between the two points.
A Memorandum of Understanding on the Development of Pan-European transport corridor IV was signed in Warsaw on May 19 1999. A government decision of February 4 2003 approved the document in Bulgaria. The corridor will run through Calafat (Romania), Vidin, Sofia and Koulata on Bulgarian territory to Promachon (Greece). A Sofia-Plovdiv-Koulata branch will connect to the Turkish border.
The development of Pan-European transport corridor X was approved in Helsinki in 1997 and later confirmed on March 15 this year in a memorandum between Bulgaria and Greece. The main line connects Bari and Brindisi (Italy); to Durres, Vlore, Tirana and Cafasan in Albania; to Skopje (Macedonia); to Sofia, Plovdiv, Bourgas and Varna in Bulgaria. A September 17 2001 cabinet decision approved the corridor.
In the declaration signed in Thessaloniki on December 8, Mutafchiev and Liapis stated their governments’ shared intention to relax the terms of passage via the two countries’ common border by reducing administrative and technical obstacles to international road and railway transport. They said that a protocol would be signed on cross-border co-operation along corridor X and co-ordination units would be set up at all border checkpoints in South East Europe to facilitate transport and trade.
The two also expressed their desire to liberalise scheduled bus services between Bulgaria and Greece in order to facilitate the cross-border movement of people.
Mutafchiev and Liapis said they would support the building of a high-speed railway network to link the capitals and other major cities in the countries participating in the South Eastern Europe Co-operation Process. Such an agreement is to be signed in January 2006. They also agreed to encourage an increase in railway passenger traffic between Sofia and Thessaloniki.
Liapis said at a news conference that he and Mutafchiev intend to increase border service personnel in order to expedite border-crossing procedures. Early next year, Greece will appoint more officers to the border service at Promachon.
Mutafchiev said the number of passenger and cargo trains running between Bulgaria and Greece would be increased. The sides considered opportunities for two-way container transport, which they see as a way to tackle traffic congestion at the common border.
The two ministers also considered an increase in flights between Sofia and Athens and an initiative to improve the Balkan railway network. The latter initiative will be discussed at a Balkan transport ministerial meeting in Greece.
Experts said that through developing ties with Greece, Bulgaria was looking to find funding to improve railway transport operations inside this country.
Under one of the projects, for example, Bulgaria plans to launch a 200-million euro modernisation of the stretch of railroad tracks between the capital Sofia and the second largest city of Plovdiv, which could be either 135 kilometres long or 160 kilometres long, per two possible routes.
But Bulgaria’s Cabinet still has to decide on how the project will be funded. If it approves debt financing, the Transport Ministry plans to start negotiations with Japanese banks and with the European Investment Bank, said Mutafchiev.

BULGARIA OPENS TENDER FOR DANUBE BRIDGE-2 SUPERVISOR

Bulgarian government announced Wednesday the start of a public tender for the selection of a company supervisor on the construction of Danube Bridge 2.
The tender is being carried out in line with the terms and conditions of the European Commission and is subject to preliminary qualification. Thus the short list of finally selected suitors will include between four and eight companies.
The European Commission has already given its approval to the short list with the prospective construction companies of Danube Bridge 2 to span Romania and Bulgaria at the cities Kalafat and Vidin.
The deadline for submitting requests for supervisor expires January 20, 2006, the Regional Development Ministry added. The contract with winning suitor will be concluded by the middle of 2006.
The draft contract can be at the maximum cost of EUR 7 Millions and have a term of execution up to 51 months.
Bulgaria should contract a constructor for its second Danube River bridge by July 2006. The construction of the bridge is expected to be launched in 2007. The facility should be ready by the end of 2009.
Danube Bridge 2 will absorb some EUR 236 Milliions.
Romania and Bulgaria signed the agreement for the project in March 2000, but the lack of funding hampered the immediate realization.

BULGARIAN MINISTER OF TRANSPORT: WE ARE DETERMINED TO KEEP ALL DEADLINES FOR CONSTRUCTION OF DANUBE BRIDGE IN VIDIN

“It is expected that the implementation of Danube Bridge 2 Project (Vidin-Kalafat) begins in the middle of year 2006”, Transport Minister Petar Mutafchiev stated at the opening of the new office of the Management and Execution Unit of Danube Bridge Vidin-Kalafat Project, a journalist of FOCUS News Agency reported. Deputy Minister of Regional Development and Public Works Savin Kovachev announced that the permit for construction of adjoining infrastructure that would improve the access to the bridge has already been signed. Minister Mutavchiev stated that the Government was determined to keep all deadlines for the construction of Danube Bridge 2, which has to be built for a period of 38 months.
“This will be a European bridge, which connects two European countries. I hope that its construction would bring a more intensive development of the economy”, Mutafchiev stated. He expressed hopes that the implementation procedures be transparent so that there were “no superfluous court cases”.
Earlier today, Minister Mutafchiev visited border point Vrashka Chushka. According to him, the border point is in good condition but it needs a customs check-up hall. “This needs to be done”, the Minister added.
Deputy Minister Kovachev announced that by June 2006, a complete rehabilitation of the Vidin-Montana stretch of the main international road E-79 will be completed.

N.B. (by BulgarianPropeties The E-79 road is the main transport corridor connecting Western and Nothern Europe with South-Eastern Europe (Greece), Middle East and Asia. This is the road which will cross the River Danuba at the Vidin bride. At the moment the E-79 stretch Vidin-Montana is at its very final stage of rehabilitation (new tarmac, widening to road and other improvement works). The rehabiliation is being carried out by the Austrian consortium "Strabag", the largest infrastructure constructions group in Austria.

BULGARIA PICKS KEY BRIDGE BUILDER BY MID-2006

Bulgaria should contract a constructor for its second Danube River bridge by July 2006.
The facility should be ready by the end of 2009, connecting the Bulgarian town of Vidin, in the northwest of the country, and Romania's Kalafat.
Engineer Simeon Evtimov has been appointed to manage the project.
Vidin governor Krastyo Spassov has said that a schedule has been already drawn for construction works.
Danube Bridge 2 will absorb 236 million euros.

BULGARIAN PRESIDENT PARVANOV: "THE BRIDGE IN VIDIN-CALAFAT IS OF VITAL IMPORTANCE..."

We praise the Romanians in front of the European Union.
A request for the construction of at least 3 more bridges over the Danube River, and an expansion of the already existing in Ruse, made the President Georgi Parvanov before the Romanian Parliament yesterday. He is on his first official visit in Bucharest since the new Romanian President Traian Bysesku was elected at the end of last year.
"We have to move the Danube River everywhere the movement of people and goods requests that" said Parvanov.
He pointed out the bridge in Vidin-Calafat is of vital importance and the enlargement of that in Ruse- Gurgevo.
In 20 years new bridges in Nikopol- Turno Mygurele and Silistra- Kylarash should also be constructed.
Parvanov and Bysesku came to the conclusion that the Ministers of the two Transport Ministries should discuss the traces for the prior for the Romanian Government Corridor 4- from Greece to Central Europe, because Bulgaria wants it to pass through Sofia, and Romania- through Bucharest, which delays the plans for the new bridges.
Accent of their conversations was the membership in the European Union. Parvanov and Bysesku made a decision the two capitals to cooperate and inform each other for the all of the steps, which they take to Brussels.
“We decided that when we talk positively about ourselves, never to sup press the success of the others”, announced Bysesku. Parvanov announced that both of the sides are rejecting the competition. The host was delighted that Bulgaria does not have “plan B” for the date of the entering in the European Union, and declares a main message from the meeting that “both of the countries will enter together the Union”.
Parvanov invited the Romanian President on an official ceremony celebration for the first milliard in the mutual exchange of merchants. The trade between the two countries reached $520 milliard for the first six months of 2005 and is expected to overcome 1 milliard by the end of the year. The major item of the Bulgarian export is electricity and petroleum products. The two sides decided to cooperate in the preservation of the historical monuments, and Bucharest promised to restore the graves of the founders of the Sofia Univercity Evlogi and Hristo Georgievi.
The Presicdents reached the conclusion that there are no political problems between the two countries, but Parvanov insisted on the remove the customs restrictions!
The visit coincides with a huge scandal in Romania. 22 deputies are accused in corruption and political pressure. There is also tension between the Prime Minister Kalin- Popesku and the President, after Bysesku had to part with the beautiful head of his bureau Elena Udria, who is suspected in illegal lobbyism. Last night the President apologized to the Prime Minister for the accusations.
In spite of the scandals, Parvanov was accepted by the head of the government.

THE NAME OF THE FIRM WHICH WILL CONSTRUCT DANUBE BRIDGE 2 WILL BECOME CLEAR UNTIL THE SUMMER OF 2006

The contract with the chosen firm will be signed till the middle of 2006, this was announced by the ministry of transport, after the European committee approved and classified the candidates in the short list. First is the consortium “Bilfinger- Berger- Besiks”, followed by the French “Buig” in consortium with “Transstroy”- Varna, and the consortium between “Zublin”, “Alpine” and “Eiffel”. They are followed by “FCC Konstructione”, “Hohtiv” and “Vency”.
The auction documents for the design and construction are about to be approved by the institutions which will finance it. The alienation of the needed infrastructure will finish till the end of 2005.
The auction for the choice of construction control will start by the middle of November this year. The contract for supervision of the bridge will be signed by the middle of 2006.

SHORTLIST OF DANUBE BRIDGE II CONTRACTORS GETS NOD FROM EUROPEAN COMMISSION

The European Commission has approved the companies shortlisted to build a bridge spanning the Danube river at Vidin-Calafat, Bulgarian deputy transport minister Vesela Gospodinova said on Monday, stopping short of naming any companies.
The transport ministry initially shortlisted four companies: Spain's FCC Construction, a tie-in with the participation of Germany's Zublin, a JV between Bilfinger-Berger and Belgium's Besix, and Germany's Hochtief.
The European Commission then requested a revision of the ranking and 2 French companies - Bouygues and Vinci, were tagged on the list.
The candidates' financial capacities are evaluated according to their annual turnover and access to funding, their prior experience in the implementation of similar large-scale projects, and the qualification of their staff. Candidates should have carried out construction operations with an average annual turnover of no less than 125 mln euro in the past 5 years, and no less than 75% of this amount in the past 2 years.
The candidates will be able to submit their offers only after Brussels approves the tender documents, said Gospodinova.
The Bulgarian parliament ratified last week the a 70 mln euro loan agreement with EIB. The project's total worth is 236 mln euro. EU's ISPA program will extend 74.9 mln euro while the Bulgarian side has committed 60.7 mln euro. The French Development Agency and Germany's will also provide co-financing.
The building contractor for the 2 km four-lane facility should be hired by mid-2006. Delivery is seen by 2010.

BULGARIA OKAYS DANUBE BRIDGE 2 LOAN SCHEME

Bulgaria has ratified the funding contracts for its second bridge over the Danube River, linking the country with Romania.
The scheme includes loans totalling EUR 88 M, and gratuitous assistance of up to EUR 7.5.
The largest portion, EUR 70 M, will be lent by the European Investment Bank.
Germany's KfW will lend another EUR 18 M, and in addition grant up to EUR 2 M.
Agence France de Development will make a grant of EUR 5.5.
Danube Bridge 2 should be ready by the end of 2008, connecting the Bulgarian town of Vidin, in the northwest of the country, and the Romanian town of Kalafat.
Romania and Bulgaria signed the agreement for the project in March 2000, but the lack of funding hampered the realization.

FIRMS FOR THE CONSTRUCTING OF DANUBE BRIDGE 2 ARE BEING SCREENED

The committee for Danube Bridge 2 re- examined the short list of firms wishing to build it. After five months delay in the European committee it was returned back to Bulgaria. Except for the first four firms- the Spanish “FCC construction”, “Ziblin” and “Aifel” consortium, “Bilftiger- Berger-Besiks” consortium and the German “Hotviv”, two more French firms were included in the list- “Buig” and “Vensy”.
The new short list with six candidates is already sent to the European Union. This was announced by sources connected to the project.
There is no risk of dissolution of the project, announced the Transport ministry. The bridge is part of transport corridor number 4. Not long ago Euro Deputy warned that corridor number 4 will be drawn away to the axis of Sofia- Nish- Belgrade.

BULGARIA SEALS NEW DANUBE BRIDGE FUNDING

Bulgaria's Finance Minister Milen Velchev and EC chief representative to Sofia Dimitris Kourkoulas signed Friday the financial memorandum on the construction of a new bridge over Danube river.
The memorandum, which is under the ISPA program, ensures free funding of EUR 70 M for the bridge's construction. The sum, granted by the European Commission, guarantees the full financing of the project.
The second Danube bridge is to connect the Bulgarian West-North city of Vidin with the Romanian city of Kalafat.

GERMAN CREDIT FOR DANUBE BRIDGE OKAYED

Germany's Kreditanstalt fuer Wiederaufbau will release a EUR 20 M credit for the construction of a second bridge over the Danube river, Bulgaria's government decided.
The contract for the credit, EUR 2 M of which comes as aid, will be signed this month.
Kreditanstalt fuer Wiederaufbau has already loaned EUR 470,000 for conducting geological and hydro technical studies in the project.
Fifteen local and EU member companies submitted bids for the design and construction of Danube Bridge II, to link the Bulgarian port of Vidin, 210 kilometers (130 miles) north of Sofia, and the Romanian port of Calafat.
Between four and eight bidders will be short-listed to reach the final stretch of the two-stage tender and submit detailed bids.

BULGARIA RECEIVES 15 BIDS FOR DANUBE BRIDGE

The pre-qualification procedure kicked off on May 7 and remained open for applicants from all EU countries, including the ten newcomers, Romania, Turkey and Bulgaria, till June 14.
Between four and eight bidders will be short-listed to reach the final stretch of the two-stage tender and submit detailed bids.
The price will be the main criterion in selecting the winner in the tender.
The construction of the bridge is expected to start in 2005 and be completed in 2008.

SECOND DANUBE BRIDGE AWAITS BIDDERS

The second bridge to span over the Danube at Bulgaria's Vidin and Romania's Kalafat will be built in accordance with EU Commision rules and procedures.
The preliminary qualification procedure kicked off on Friday and will be open for applicants from all EU countries, including the ten newcomers, Romania, Turkey and Bulgaria, till June 14.
The Transport Ministry will short-list eight companies further to be submitted for approval by the European Commission.
The Vidin-Calafat Bridge, worth of about EUR 230 M, is considered to be the missing connection en route of Transport Corridor No.4.
The project is co-financed by EU's ISPA program, the European Investment Bank, the French Development Agency, and the German Reconstruction Credit Institution.

SECOND DANUBE BRIDGE NEAR VIDIN GETS THE GO-AHEAD

The tender procedure for the construction of a second Danube Bridge will be launched May 7.
Over the next week the European Commission will specify the economic and financial parameters for speeding-up the construction of the bridge between the Bulgarian port of Vidin, 210 kilometers (130 miles) north of Sofia, and the Romanian port of Calafat.
The cost of the project is set at EUR 223 Million.

PROGRESS ON DANUBE BRIDGE

A JOINT Bulgarian-Romanian committee on the Danube Bridge 2 Project convened in Bucharest Friday for its fourth meeting to discuss the final preparations for the construction of the bridge, Bulgaria's Transport and Commu-nications Ministry said in a press release.
The delegations were headed by Deputy Transport Minister Lyubomil Ivanov and Ileana Tureanu, Secretary of State of the Romanian Ministry of Public Works, Transport and Housing.
The meeting discussed a fact-sheet on the development of the project for a new Danube bridge between the two countries at Vidin/Calafat. The protocols from the meetings of joint working groups, held since the third joint committee meeting, were reviewed.
The committee also discussed information papers on the procedure for the conclusion of a contract with an international engineering and management consultant, and on the procedure for the approval of an environmental assessment report prior to giving the go-ahead for design work.
On November 27, the agreement with the international engineering and management consultant on the project for the construction was signed in Sofia. The contractor is a consortium established by the British companies Scott Wilson Holdings and Flint & Neill Partnership, and Ibernisa SA of Spain.
The document was signed by Dimitris Kourkoulas, head of the delegation of the European Commission (EC) to Bulgaria; Martin Edge, a representative of the consortium; and Bulgarian Deputy Minister of Transport and Communications Zlatolina Mukova.
The Scott Wilson Holdings consortium was chosen by a competitive bidding procedure in accordance with the regulations set out in the EC's Ispa Programme. The consortium won the bidding competing with another five candidates shortlisted from 16 prestigious European companies, Transport and Com-munications Minister Plamen Petrov said.
The validity of the contract is 60 months and its cost is nearly 5.5 million euro. The European Commission will finance 85 per cent of the cost through Ispa, the rest will be funded through the national budget, Petrov said. He emphasised that due to the project's priority, the EU provides 85 per cent of the cost, while the usual financing through Ispa is a maximum 75 per cent.
The contractor will have to execute the conceptual design by June 2003, to prepare bidding documents by December 2003, to execute the technical design of the bridge infrastructure on Bulgarian territory and to compile bidding documents for assigning the construction works within the period April to December 2004. The bridge should be opened to traffic in 2006. Its trial use will continue until 2007.
The bridge will be a combined one, with a dual-track railway and two roads with two lanes each in both directions. It will have pedestrian kerbs and a lane for cyclists. The total length of the bridge will be about 1000 m, excluding the approaches. A new freight railway station will be constructed on the border to be used together by Bulgaria and Romania. The existing railway station at Vidin will undergo reconstruction, Petrov said.
The scheme for financing the bridge project includes a loan of up to 70 million euro from the European Investment Bank; the arrangement for the first tranche of 50 million euro has already been signed and ratified by the Bulgarian Parliament, Petrov said.
The grant aid under Ispa is set at up to 70 million euro, for which Bulgaria is still to apply. The financial package of grant aid and a soft-term 20 million euro intended for construction and 470 000 euro for investigation and construction, provided by the French government with the assistance of the Stability Pact. The Bulgarian side will contribute 25 million euro.
The construction project is expected to create about 1300 new jobs, Petrov said.
