18.04.2007 THREE NEW HOUSING COMPLEXES ARE BEING BUILT IN KUKLEN

Three new housing complexes will be built in Kuklen. BGN 70 000 have been envisaged for the Municipality budget for the current year, for the preparing of a detailed organizational plan. According to the deputy Mayor Ivan Apostolov, the procedure will probably be prolonged, since the land is common and private. The Administration will initiate appointments with the proprietors, in order to win their consent for the construction of the housing complexes. They will be situated at the foot of the mountain. That is why they are expected to turn into one of the most preferred places for living.

The Municipality has its own building equipment. It will be used for opening of the roads to the future residential complexes. However, prior to the beginning of their construction, the construction of Kuklen sewerage has to be completed. 11 829 running meters have been dug until now. Another 22 000 have to be dug. Part of the sewerage is being constructed by the Municipality, with the purchased equipment. Some companies also take part in the construction of the sewerage. The funds they invest have been granted by the Social Investment Fund of the Ministry of Emilia Maslarova and the Enterprise for Managing the Environment Protection Activities of the Ministry of Ecology. According to the Mayor Dimitar Sotirov, additional equipment for the amount of BGN 235 000 has to be purchased, for the expediting of the work. The construction that is implemented by the Municipality, turns out to be cheaper, says the Mayor. The price offered by some companies is almost two times higher. Experts have calculated that in case the Municipality digs 3 000 running meters per year, for the amount of BGN 200 for a running meter, the private companies would require BGN 400 for a running meter. That means that the price would be with BGN 600 000 higher. In case the Municipality purchases new machines for the construction of 5 500 running meters per year, the savings will amount to BGN 1 million. This is what D. Sotirov says. After the completion of the work in Kuklen, the building equipment will be used for the sewerage of the Municipality’s five villages – Ruen, Yavorovo, Dobralak, Galabovo, and Tsar Kaloyan. However, the thirteen municipal councilors of the Town Council have twice denied approving the requested sum of BGN 235 000 for the purchase of a tip-lorry, an excavator and a bulldozer. The referendum that the Management has done in Kuklen has not helped either. 3 500 persons have supported the Mayor’s suggestion for the equipment, but during the last session, the municipal councilors again did not approve the request for the money.

We have prepared an ambitious construction programme for the year 2007, says the D. Sotirov. Part of the sum of BGN 300 000, granted by KCM, will be invested in the construction of a third garret floor of the Municipality, a staircase, heat and water isolation. The money of KCM will be invested in change of the woodwork of the nursery school and repairs of the toilets, bathrooms, and the heating, as well as in the sewerage of the main street of the town. In this year’s budget, a water basin of Tsar Kaloyan, additional water supply of Ruen and Galabovo have been envisaged, as well as the construction of a drainage canals network in the landslide area of the village. Streets repairs have been envisaged for Kuklen, Dobralak, Yavorovo, Tsar Kaloyan, Ruen, Galabovo, as well as supporting walls in the towns and villages.

BGN 40 000 has been envisaged for the Municipal roads, and BGN 123 800 has been envisaged for the road Kuklen – Ruen – Yavorovo. Other BGN 12 000 has been envisaged for a design of a local road: Koprivkite – rest house “Ruen”- Yavorovo. BGN 15 000 will be necessary for the designing of a Tourist Information Center in “Rodopi” Forest Park.

According to the Mayor Dimitar Sotirov, “Byala Cherkva” resort, which is situated on the territory of the Municipality, may turn into a national ski-center. The preliminary design for turning of “Byala Cherkva” into the second “Pamporovo” has already been elaborated. The stage-by-stage construction of six new ski tracks with a total length of approximately 6 kilometers has been envisaged. They will be constructed in the northwest part of the resort, where snow does not melt until March - April. The highest point is on 1675 meters above sea level. The displacement is 420-440 meters. Eight tourist paths will be built as well. The reaching of every ski track will be possible without a car. Every day 2 800 skiers will have the chance to ski. A lift from Markovo to “Zdravets” rest house may be built, or from Markovo to the villages Tsar Kaloyan and Galabovo, and from there – to “Zdravets” and Byala Cherkva. Thus, the road of the keen skiers from the whole Plovdiv Region will be made shorter. The possibility for a cabin lift passing near the big hotels of “Zdravets” is being discussed. The available hotel base has 2 500 beds. A water basin will be built at the lowest part of Byala Cherkva, from where, through a special route, the water will be lead to the machines for artificial snow. According to rough calculations, the construction of the racing tracks and the lifts will cost BGN 5-6 million. However, the Municipality cannot construct the ski resort. That is why, the Mayor Dimitar Sotirov suggests the forming of a working group of representatives of the Regional Administration, the Forestry Board, the Land Commission, the Ministry of Ecology, and the Municipalities Kuklen, Plovdiv, and “Rodopi”.
