The Municipality of Razlog Increased Its Investment Programme To BGN 14 Million

The building-investment programme of Razlog municipality for the year 2007 is with nearly BGN 2 million more expensive than last year’s one. The team of the mayor – Engineer Lyuben Tatarski offers nearly BGN 14 million to the Town Council. The greatest sum – nearly BGN 10 million is envisaged for the “Long-lasting material assets” sector – said Engineer Vasil Astinov, building deputy mayor. That sum will be invested in the construction and renovation of a basic technical infrastructure – water-main and sewerage in Razlog and all villages of the Municipality that are object of growing investment interest.

Special building machines and medical equipment are to be bought, as well as cars for social homes service, parking equipment to be and others.

More than BGN 3 million is invested in fundamental repair works of social buildings, schools, parking zones, as well as for the construction of sidewalks and new streets. Nearly BGN 800 thousand is the amount only in the town and the villages. The total length of the street network in the Municipality is nearly 30 kilometers and more that 60% of it is being renovated during the last 2 or 3 years. Nearly BGN 500 thousand are envisaged for the development of designs for different sites – roads, water mains, collectors, cadastral maps, detailed organizational plans.

During the current year, 9 designs of the 13 approved that Razlog Municipality has won after different grant programmes are to be implemented. The total cost of the sites with foreign financing amounts to nearly BGN 4 million. Four of them are implemented due to SAPARD programme, another four are implemented due to PHARE programme, and one is carried out due to “Krasiva Bulgaria” programme. According to the scheme for projects financing, the Municipality is to construct the sites with its own means or credits, and it shall receive the money of the programme after the projects’ realization. The most important sites are the construction and reconstruction of internal water-main network and sewerage, collectors for drainage of surface waters, water intakes, country roads and street network. The infrastructure is in the villages, the town and the new zones differentiated as tourist localizations with prepared organizational plans or organizational plans under preparation.

For the new tourist localization around the golf courses in the region of Betlovoto, and on the North, to the Katarino location, with total area of nearly 6 800 decares, there is a general organizational plan prepared by a team of Architect Stanimir Mihaylov from Sofia. During the current year, the second attractive zone out of regulation will also have an organizational plan. This is the region with agricultural lands of nearly 3 000 decares between the village of Banya and the town of Bansko. Nearly 2000 decares of fields have been bought and their proprietors want to build them up. The Town Council is expected to assign the implementation of the plan.

The approach of the team of the mayor – Engineer Tatarski, is European: the projects are to be administrated effectively and in the shortest terms possible. Vacation sites with total extended built-up area of approximately 500 thousand square meters are to be constructed during the current year. 196 building authorizations have been issued. Nearly half of them are for the construction of sites with extended built-up area of 10 thousand square meters each. Funds amounting to more than 160 million Euro are expected to be invested only in the building works in Razlog Region. The Municipality envisages nearly BGN 50 million for the basic technical infrastructure and the localization Betlovoto – Katarino. The funds are being raised through fees, local taxes, and public-private partnership.

Another four projects for golf courses are to be approved and implemented during the present year. For three of them, the Municipality grants its own estates of nearly 1500 decares in the region of the villages Dobarsko, Dolno Draglishte, and Godlevo. The fourth golf course will be situated between the golf complex of “Pirin Golf Holidays Club” JSC that is now being constructed, and project “Kulinoto – Golf & Ski”. The project is named “Pirin Golf and Country Club”. The building company “Balkanstroi” JSC is shareholder of the three golf courses. “Balkanstroi” JSC has received a first class investor certificate for the last two sites.

“Electrorazpredelenie” JSC is to commission into exploitation a new substation in the region of the Betlovoto location till the end of the year. There, the Municipality has granted to “Electrorazpredelenie” JSC a lot of 10 decares without compensation. New powers of approximately 70-100 MW will be necessary for the vacation complexes. A pre-project survey for the gas supply of Plovdiv and the Municipality is to be made. So far, “Overgas” JSC has shown interest in that. An offer has been made for the establishing of a tourism college in the building of the former school in the village of Godlevo, with the goal of ensuring trained specialists for the service of the tourist business in the region.
