Last Year Has Been The Year Of Investments in Kardjali
The funds that have been put to use for infrastructure sites in Kardjali during the last year amount to BGN 12.461 million. A growth with 32% in comparison to the initially planned funds has been accounted for the first time. Nearly BGN 9 million has been additionally ensured for the budget. That data were announced during the first session of the local Town Council for this year. All advisers shared the opinion that the budget for the year 2006 had been well planned and implemented.
According to the Mayor of Kardjali Municipaity – Engineer Hasan Azis, the year 2006 has been the year of investments. More than BGN 20 million has been invested in urgent repairs and significant infrastructure sites. “The settlement of some important issues for the town and the Municipality has started; some other issues have already been settled. Those issues have been part of the public’s agenda for years: the construction of a new contemporary market, the reinforcement of the landslide near the village of Enchets, the commissioning into exploitation of the children’s railway, the completing of the construction of Block 2, the building of “George Washington” street, the repairs of the buildings of “Students’ hostels”, the impregnating with asphalt of the road to Perperikon, etc.”- Says the Mayor.
The market of producers is the most significant site. The total amount of the investment is BGN 8.59 million (exclusive of VAT). The grant without compensation is half of that sum. It shall be received after the implementation of the project and its approval by the accepting commission of SAPARD agency.
The term for the contract’s implementation is December 31st, but the consortium - executor of the site has undertaken the engagement to complete it in the end of July. The new market is situated on area of 23 decares. The building works are being carried out by a consortium of five companies. The project has been initiated by a team of Architect Oleg Nikolov. In the course of the discussions, it became clear that the local taxes and fees that have not been gathered so far amount to nearly BGN 1.1 million. According to Engineer Azis, if the budget for 2006 has been a budget of investments and real possibilities, the fact that Bulgaria is already a member of the EU should be taken into consideration upon preparing the budget for 2007.
